In the 60's there used to be a Central House to accommodate Criminal Students who violated the law while still very young and underage.

When this needs to be held again, given the increasingly widespread crime among adolescents of school age.  Intended to separate general and student crime.  It could be that a student is breaking the law for some reason and needs to add extra lessons and more than a normal normal student.  It also avoids the damage of students if the criminal is mixed with general convicts including heavy class.
